Celcoin, a leading company in financial infrastructure, announced the acquisition of Regulatório Mais, a startup specialized in banking regulation. This is Celcoin’s fourth acquisition in two years, reinforcing its commitment to innovation in fintech.
Regulatório Mais is a regtech that built innovative technology around ‘regulation as a service’. That lets financial institutions and fintechs meet requirements from the Central Bank, Brazil’s Federal Revenue Service (Receita Federal), and state finance departments efficiently and end to end.
Marcelo França, CEO of Celcoin, praises Regulatório Mais’s modern, lightweight approach, highlighting simplified integration through microservices and a team of specialists in banking regulation.
Regulatório Mais’s technology lets any regulated institution—Payment Institutions (IP), Direct Credit Companies (SCD), and banks—meet regulator requirements. That includes submitting financial, accounting, and tax reports and files.
Regulatório Mais was founded in 2023 by André Gibbon, Luiggi Senna, Cassio Damasceno, and Vanêssa Fialdini. The team has deep experience in financial services, with time at institutions such as Itaú, BV, BTG, Deutsche Bank, Citibank, Zoop, CIP/Núclea, and Muxi.
André Gibbon, CEO and founder of Regulatório Mais, sees major opportunities for the startup inside Celcoin’s ecosystem. He believes Celcoin’s existing client base and sales force will help Regulatório Mais scale faster.
Since 2022, Celcoin has acquired Galax Pay, focused on collections and sub-acquiring; Flow Finance, which provides credit infrastructure; and Finansystech, a leader in Open Finance. Celcoin’s solutions are organized into three major verticals—Payments, Banking, and Credit—and can serve banks, fintechs, and companies whether or not they are regulated by BACEN.
With the Regulatório Mais acquisition, Celcoin expects to meet recurring demand from clients already regulated by Bacen and close a gap in a market that still relied on legacy tools. Regulatório Mais’s solution will be integrated into Celcoin’s Banking vertical, benefiting current clients seamlessly.
